A routine traffic stop in Plymouth, Minnesota, spiraled into a bizarre and unsettling encounter for Joel Feder, who was met by four police cruisers and ultimately detained for nearly an hour due to a faulty license plate reader system.
A case of misidentification and overreach
Feder, a transportation journalist, was pulled over at Kohl’s on June 29th after Flock license plate readers flagged his vehicle twice. The initial stop, involving just two officers, quickly escalated as additional units arrived on the scene, citing a stolen license plate as the reason for the intensified scrutiny. Feder, driving a New Jersey-plated Range Rover, calmly explained the situation, only to be met with an officer stating, ‘The reason you have four cops here is because your license plate is registered as stolen license plates in our system.’
The incident, meticulously documented in body camera footage Feder shared with WCCO, reveals a complex chain of events stemming from an error in the National Crime Information Center database. According to Plymouth Police Chief Michael Krol, the license plate – ‘34 10 DTM’ – was incorrectly entered in California in June 2026 as ‘34 DTM,’ omitting the crucial ‘10’ character. This seemingly minor detail triggered a statewide alert, ultimately leading to Feder’s detention.

Flock’s role and growing concerns
Feder, who has previously reported on the implications of widespread surveillance technology, now views this incident as a critical point of examination. He emphasizes the concerning reliance on automated systems and the potential for errors to trigger disproportionate responses. ‘Part of it is definitely the Flock cameras and the tracking technology, how the technology is being used,’ he stated. ‘What laws are in place? What guardrails are in place? How did this happen?’
Flock, the company operating the license plate readers, acknowledged the issue, stating they take such incidents “seriously” and are investigating the circumstances. However, they also cautioned against solely relying on alerts, asserting that these should only be part of a broader investigative process. With 49 states and over 5,000 law enforcement partners, Flock’s reach is undeniably expansive, raising fundamental questions about accountability and oversight within the system. The incident underscores the urgent need for greater transparency and rigorous validation of data used by these technologies – a reality Feder intends to explore further.
